Candace Connell is a human resources advisor with more than 20 years of leadership experience in the public sector, including municipal government and higher education. She works with organizations to strengthen workforce strategy, address complex employee issues, and build effective, compliant people practices.

Candace has led comprehensive HR operations for organizations ranging from mid sized municipal workforces to large public universities, supporting hundreds of employees across diverse departments and functions. Her experience allows her to understand the operational realities leaders face while providing practical guidance that balances compliance, culture, and organizational performance.

Her advisory work includes strategic workforce planning, employee relations, executive and public safety recruitment, compensation and classification systems, benefits administration, compliance, performance management, and organizational development. Candace is particularly skilled at modernizing HR systems, improving processes, and partnering with senior leaders and elected officials to implement practical workforce solutions.

Candace holds a Master of Public Administration and is known for her collaborative, solutions oriented approach and her commitment to building strong, people centered organizations.
